The Community Association raised their concerns in a letter to Teesdale District Council: 'By the time any public consultation is forthcoming
we feel that the matter will be a foregone conclusion'. (191)

In response to these concerns of the Community Association, Teesdale District Council wrote: 'It was always the intention that the local community
would be consulted .. but .. it would have been premature to do this before concrete proposals were on the table' (185)

The community services committee of Teesdale District Council approved the lease of Stainton Grove land
to Durham County Council for a peppercorn. Again, concerns were raised regarding the lack of consultation with
residents. (186)
